In simple words, web development is referred as the non-design aspect of a website. It is, basically, the concerned with making all the sites technically fit and usable by all the visitors.
Web design is what comes into the direct focus of the people who visit the websites. In fact, it is the design of the site that pulls the large group of customers towards the products, services or important information that it contains. Whatever content is there, the visitors will only go through it if the site is capable of keeping them stuck to it. Enhanced accessibility and usability along with proper navigation facilities give the site a technically improved status. This is what falls under the web development arena. As web design if the customer-facing perspective, web development is the back end for the websites.
Look and feel and content creation is what the web design is concerned with, while web development is what deals making the sites function properly and test its usability. The web designers have to be the experts of certain software tools, such as, Photoshop, HTML, etc. However, same personnel can be used for both web designing and web development, but for getting the best results, experts of the field with specialization in the same should be hired to ensure good looks and perfect functioning of the website.
